Some schools keep the same overall design from year to year, while others change the look completely each time. This is completely up to the individual.
When considering the design style think about the following questions:
Objectives
What is the purpose of the yearbook?
Is it mainly as a keepsake for students, a marketing tool for prospective students, an archival document, etc.
Design Elements
Do particular design elements need to be included?
For instance, the school logo, colours or motto, a theme for the year, etc.
Feel
What ‘atmosphere/feel’ are you wishing to convey? Modern, traditional, progressive or a particular style such as Art Deco?
Perhaps it is intended to be fun and funky as it is primarily for the students, or does it need to be clean and traditional for school archival purposes?
Likes/Dislikes
Were there any particular pages, elements, colours, etc, that you particularly liked or disliked from your previous books or books you have seen?
Is there anything you would like to see changed?

Pinterest is a great tool for gathering ideas for your yearbook design, it has billions of images from around the world and is effectively an online scrapbook. It is also simple to use.
You may wish to set up your own board for your school yearbook and then you can also invite staff and students to your board in order to collaborate on ideas.
